省会城市首位度对省域创新的影响

Impact of the Primacy of Provincial Capital Cities on Provincial Innovation

基于中国2007—2021年省级面板数据,借助面板门槛模型,实证考察省会城市首位度对省域创新的影响方向和作用程度。结果表明:省会城市首位度对省域创新水平存在双重门槛的非线性影响,并呈现先抑制后促进再抑制的演化特征;省会城市首位度的创新效应受市场化程度与区域吸收能力的异质性正向调节,且呈现单门槛特征。当前,中国多数省(区)的省会城市首位度处在过高水平,较低的市场化程度和区域吸收能力制约了省会城市首位度的创新效应。各省(区)应基于经济发展规律在省域空间发展上作出“因省施策”的选择,加强市场化改革力度并提高区域吸收能力,最大化释放省会城市首位度对省域创新水平的积极影响,有效实现区域创新协同和省域一体化发展。

Based on China's provincial panel data from 2007 to 2021,this paper empirically examines the direction and extent of the impact of the primacy of provincial capital cities on provincial innovation with the help of the panel threshold model.The results indicate that:the primacy of provincial capital cities has a dual threshold nonlinear effect on the level of provincial innovation,and presents an evolutionary characteristic of first suppression,then promotion and then suppression again;the innovation effect of the primacy of provincial capital cities is positively regulated by the heterogeneity of marketization degree and regional absorption capacity,and presents a single threshold characteristic.Currently,the primacy of capital cities in most provinces in China is at an excessively high level,while the relatively low degree of marketization and regional absorption capacity have restricted the innovation effect of the primacy of provincial capital cities.Each province should make choices of"policies tailored to the province"in the spatial development of the province based on the law of economic development.For most provinces,efforts should be made to strengthen market-oriented reform and improve regional absorption capacity to maximize the positive impact of the primacy of provincial capital cities on provincial innovation,and effectively achieve regional innovation synergy and provincial integration development.
