Organizing the Social Governance Community at the Primary-Level:A Case Study of Residential Property Governance

坚持大抓基层的鲜明导向,把基层治理同基层党建结合起来,推进以党建引领基层治理,建设人人有责、人人尽责、人人享有的社会治理共同体,是新时代中国特色基层治理现代化的总体战略方向。那么,应该如何把城市基层治理共同体组织起来?社区是城市基层治理和城市居民生活的基本单元,是承载人民群众美好生活的重要空间。住宅小区是城市居民生活的主要场所,推进小区物业治理现代化是满足人民群众高品质生活需求的重要环节。以小区引入专业化、市场化的物业治理为案例,研究小区群众自治机制、物业服务市场机制以及多元协同治理机制的生成逻辑,以形成政治整合基础上资源交换和多方参与的基层治理格局,有助于探析以人民社区为依托的城市基层治理共同体的运行机制,探索党建引领下有为政府、有效市场、有力社会良性互动、资源整合、价值共创的城市基层治理共同体的构建路径。

The primary-level has always been an important political unit in China and a unique concept.In the national governance system,the grassroots level has specific connotations and special importance.Since ancient times,the significant position of the grassroots level in national governance has been highly emphasized.The grassroots governance system is an essential component of the national governance system.Adhering to a clear orientation of focusing on the grassroots,integrating grassroots governance with party building at the primary level,promoting party building-led grassroots governance,and establishing a social governance community by which everyone is responsible and takes their duties and shares in the benefits are overall strategic directions for modernizing China’s characteristic grass-roots governance in the new era.Communities are fundamental units for urban grassroots governance and residents’lives;they are vital spaces that carry people’s aspirations for a better life.Residential neighborhoods are major places where urban residents live;advancing modernization of residential property governance is an important aspect of meeting people’s demands for high-quality living standards.This article takes as its case study the introduction of professionalized and market-oriented property governance in residential neighborhoods to explore the logic behind generating mechanisms for community self-governance,property service market mechanisms,and multi-dimensional collaborative governance mechanisms.This aims to form a pattern of modernized grass-roots governance based on political integration that involves resource exchange and multiple participation.Furthermore,it seeks to further analyze operational mechanisms for social governance community bodies relying on people’s communities while exploring paths to construct models of neighborhood governing bodies under party leadership that involve proactive government actions,effective markets,strong societal interactions,resource integration,value co-creation.
