建筑工人实名制管理对规范市场监管的作用分析

Effect of Regulating Market Supervision by Real-Name Management System of Construction Workers

建筑工人实名制管理已逐渐进入多元互动与信息融合的阶段,仍存在着实行方式不规范、部门间信息缺乏联动、监督职能不完善等问题。为探究建筑工人实名制管理对规范市场监管的作用,以建筑工人实名制管理对用工企业和产业工人的影响为分析对象,研究得到3条建筑工人实名制管理的作用路径:在企业监督层面的复合作用路径、在市场优化层面的动态作用路径、在政府调控层面的前瞻作用路径。基于以上分析,提出了建筑工人实名制管理的6个发展方向:①落实“一人一码一卡”实名制精准管理;②进一步促进监管与职能部门共享共建;③制定建筑产业工人标准化管理规范;④提升建筑产业工人管理平台的辅助决策能力;⑤推动“长三角”地区建筑产业工人资源共享机制;⑥提升建筑产业工人管理平台的社会宣传。

Real-name management of construction workers has gradually entered a stage of multi-dimensional interaction and information integration.However,there are still issues such as irregular implementation methods,lack of inter-departmental information linkage,and incomplete supervisory functions.To explore the role of realname management of construction workers in regulating market supervision,this study analyzes the impact of real-name management on employment enterprises and industrial workers.The study identifies three pathways through which real-name management of construction workers operates:a composite pathway at the enterprise supervision level,a dynamic pathway at the market optimization level and a forward-looking pathway at the government regulation level.Based on the above analysis,the following six development directions for real-name management of construction workers are proposed:①precise real-name management with"one person,one code and one card"should be implement;②the sharing and co-construction of supervision and functional departments should be further promoted;③standardized management regulations for construction industry workers should be developed;④the decision-making support capabilities of the construction industry worker management platform should be enhanced;⑤a resource-sharing mechanism for construction industry workers in the Yangtze River Delta region should be promoted;⑥the social publicity of the construction industry worker management platform should be improved.
