生态文明背景下江西绿色矿山建设现状及思考

The Current Status and Reflections on Green Mines Construction in Jiangxi Province under the Background of Ecological Civilization

江西在习近平生态文明思想的指引下,积极践行“绿水青山就是金山银山”理念,协同推进资源高效开发利用与生态环境保护,因地制宜建立新机制、出台新政策、尝试新方法,引导矿业企业转型升级,走资源开发中节约高效、环境友好、矿地和谐的绿色发展之路,在改善矿业形象、提高资源利用效率、保护矿区环境、助力脱贫攻坚和乡村振兴、构建和谐矿区等方面发挥了积极作用,绿色矿山建设已成为矿业发展的普遍共识.通过梳理江西绿色矿山建设进展情况,认为江西绿色矿山建设取得了发展绿色矿业成为普遍共识等四方面的成效,但在绿色矿山创建过程中还存在建成比例有待进一步提高等六方面不足,并给出思考:矿山行业要从国之大者高度强化绿色发展理念;矿山企业要主动适应新形势新要求,积极创建绿色矿山;第三方评估机构要进一步规范管理,严格评估把关;行业主管部门要加强动态管理;要结合实际细化绿色矿山配套制度;要落实共同责任机制,加强部门联动.

The paper summarizes the progress of green mining construction in Jiangxi and concludes that four achievements have been achieved,including the development of green mining becoming a common consensus,but six shortcomings still exist in the process of creating green mines,such as the need to further improve the proportion of completed mines.The paper also offers some thoughts:the mining industry should strengthen the concept of green development from the perspective of the national priority;mining enterprises should actively adapt to the new situation and requirements and actively create green mines;third-party evaluation institutions should further standardize management and strictly assess and review;industry authorities should strengthen dynamic management;relevant regulations should be refined in accordance with practical situations;and a joint responsibility mechanism should be implemented to enhance inter-departmental coordination.
