公立医院公共卫生工作综合评价及其影响因素分析

Comprehensive evaluation of public health work in public hospitals and analysis of its influencing factors

目的:综合评价武汉市各公立医院公共卫生工作并识别其影响因素,为完善公立医院公共卫生工作提供研究依据。方法:在构建评价指标体系和收集数据的基础上,采用熵权TOPSIS方法对武汉市公立医院公共卫生工作进行评价并识别影响评价得分的因素。结果:二级医院公共卫生工作评价平均得分高于三级医院,医院感染管理、死因监测和健康科普均是影响二级、三级医院公共卫生工作综合得分的重要因素。结论:以应对重大突发公共卫生事件为导向,从加强医院感染管理和死因监测的顶层设计、明确医院公共卫生工作的各类资源投入标准和工作规范、优化健康科普和公共卫生科研的激励机制等方面入手,进一步提升医院公共卫生工作质量。

Objective:To comprehensively evaluate the public health work of public hospitals in Wuhan and identify its influencing factors,providing a research basis for improving public health work in public hospitals.Methods:Based on the construction of an evaluation index system and data collection,the Entropy-Weighted TOPSIS method was used to evaluate the public health work of public hospitals in Wuhan and identify the factors influencing the evaluation scores.Results:The average score for public health work in secondary hospitals was higher than that in tertiary hospitals.Hospital infection management,cause of death monitoring,and health education were key factors influencing the overall scores of both secondary and tertiary hospitals.Conclusion:To improve the quality of public health work in hospitals,it is necessary to focus on responding to major public health emergencies by strengthening the top-level design of hospital infection management and cause of death monitoring,clarifying resource allocation standards and work guidelines for hospital public health work,and optimizing incentive mechanisms for health education and public health research.
