摘要
目的:探索构建“国考”背景下地市级公立医院临床科室绩效评价体系,激发员工内在动能,助推医院高质量发展。方法:以“国考”指标为导向,结合医院实际,构建内科、外科、医技、门诊平台不同类别科室的年度绩效评价指标体系,借助信息系统,对科室进行分类绩效评价,并持续优化。结果:建立了以党的建设、医疗质量、运营效率、学科建设、教学5个维度为主线的绩效评价体系,提高了员工积极性,较好地促进了医院各项管理目标持续向好。结论:构建多维分类的公立医院临床科室绩效评价体系,对于医院实施精细化管理,实现“三个转变、三个提高”,稳步提升医院“国考”成绩,推动医院科学化、规范化和高质量发展具有重要意义。
Objective:To explore the construction of a performance evaluation system for clinical departments in municipal-level public hospitals under the"National Assessment"framework,aiming to stimulate internal motivation and promote high-quality hospital development.Methods:Guided by the"National Assessment"indicators and considering the hospital's actual situation,an annual performance evaluation system was constructed for different types of departments,including internal medicine,surgery,medical technology,and outpatient platforms.The system was supported by an information system to conduct categorized performance evaluations and was continuously optimized.Results:A performance evaluation system was established,centered around five dimensions:Party building,medical quality,operational efficiency,discipline development,and teaching.This system enhanced employee motivation and significantly promoted the hospital's management goals.Conclusion:Constructing a multidimensional performance evaluation system for clinical departments in public hospitals is essential for implementing refined management,achieving the"three transformations and three improvements,"steadily improving the hospital's"National Assessment"performance,and promoting scientific,standardized,and highquality hospital development.
