国家区域医疗中心干部人才培养策略实践与思考

Strategies and practices for talent development in national regional medical centers:Reflections and considerations

国家区域医疗中心的设立是解决当前医疗资源总量不足、区域发展不均衡难题的有效手段。区域医疗中心的高质量发展对推动优质医疗资源与人才资源的扩容下沉和均衡布局,提升区域医疗综合服务能力具有重要意义。围绕人才“选、育、管、用”难题,本研究以中国中医科学院广安门医院获批的3个国家区域医疗中心为例,梳理了现阶段国家区域医疗中心干部人才建设过程中存在的问题,提出了针对人才培养、人才引进、人才轮岗等不同层面的应对策略,凝练人才管理体制的具体举措,不断优化服务体系和服务模式,以期促进国家区域医疗中心在中医药新发展阶段中获得传承创新、融合提升、引领未来的新契机。

The establishment of national regional medical centers is an effective approach to addressing the current challenges of insufficient total medical resources and regional disparities in development.The high-quality development of regional medical centers plays a crucial role in expanding and balancing the distribution of high-quality medical and talent resources,thereby enhancing regional comprehensive medical service capabilities.Focusing on the challenges of talent"selection,cultivation,management,and utilization,"this study takes the three national regional medical centers approved at Guang'anmen Hospital,China Academy of Chinese Medical Sciences,as examples.It identifies the current issues in talent development for leaders and personnel in these centers and proposes strategies for talent training,recruitment,and rotation across different levels.The study also formulates specific measures for optimizing the talent management system,continuously improving the service system and model,with the aim of fostering new opportunities for heritage innovation,integration,and advancement in the new development stage of traditional Chinese medicine.
