摘要
紧密型县域医共体建设是医疗卫生体制改革的重要内容,旨在提升基层医疗服务能力,优化医疗资源配置,缓解城乡医疗资源分布不均的问题。笔者以巩义市总医院为研究对象,紧紧抓住统筹医共体人事管理这一医共体建设的关键,通过对医共体成立前后人力资源管理情况进行对比分析,深度剖析医共体建设发展中存在的问题并提出解决方案,即健全医共体人力资源管理制度,提升基层医疗机构服务能力,实施高质量人事管理机制,全面提高县域医疗服务能力和管理水平,更好满足人民群众的健康需求,为县域医共体人力资源管理的高质量发展提供参考依据。
The establishment of closely integrated county-level medical consortia is a key component of healthcare reform,aimed at enhancing primary healthcare services,optimizing the allocation of medical resources,and addressing the uneven distribution of healthcare between urban and rural areas.Taking Gongyi General Hospital as a case study,this paper focuses on the central issue of human resource management within the medical consortium.By comparing human resource management before and after the establishment of the consortium,the paper deeply analyzes the problems encountered during its development and proposes solutions.These include improving human resource management systems,enhancing service capabilities of primary medical institutions,implementing high-quality personnel management mechanisms,and comprehensively improving county-level healthcare service capacity and management.This study provides a reference for the high-quality development of human resource management in county-level medical consortia to better meet the health needs of the population.
