摘要
“双减”政策施行后,双职工家庭孩子看护难成为人民群众急难愁盼的问题,作为学校托管服务有效补充的社区托管服务组织成为家长的迫切需要。本文以北京市顺义区Y社区为例,运用优势视角理论,探索社区托管服务组织的培育路径及策略。本文的重点在于将社工专业知识贯穿社区社会组织培育过程的每个阶段,通过对不同阶段核心任务培育的专业支撑,逐步提高社区托管服务组织的内生发展动力,引导组织实现持续独立的发展;其培育策略在于通过满足社区居民的多样化需求、建设开放的组织结构、为组织成员持续增能和社工的适度介入等方式促进多主体联动解决社区问题,推动提高社区社会组织参与基层治理的能力,提升基层治理效能。
After the implementation of the"double reduction"policy,finding childcare solutions has become a pressing issue for residents in dual-earner families,urgently requiring the establishment of a community daycare service organization.Taking the cultivation process of Y community daycare service organization in Beijing as an example and using the perspective of advantage theory,this paper explores the cultivation path and strategy of community daycare service organizations.The focus of this paper is on integrating professional knowledge from social work into each stage of cultivating a community daycare service organization,gradually enhancing the endogenous driving force of community daycare service organizations,and pushing them towards sustainable and independent development;Its cultivation strategy aims to promote multi-subject interaction in solving community problems by meeting the diverse needs of community residents,building an open organizational structure,continuously empowerment of organization members,and appropriately intervening with social workers to improve the ability of community social organizations to participate in grassroots governance and enhance the efficiency of grassroots governance.
