川渝地区国家级高新技术产业开发区创新效率提升研究

Research on the Improvement of Innovation Efficiency of National High-tech Industrial Development Zones in Sichuan and Chongqing

摘要 为深入贯彻科技部关于推动国家高新区高质量发展的重要指示精神,川渝地区积极建设国家级高新区,引领带动了川渝地区经济的高质量蓬勃发展。针对川渝地区各国家级高新区的创新发展水平评价、影响高新区创新发展的因素、川渝地区国家级高新区创新水平的提升等问题,运用三阶段DEA方法,测算川渝地区和全国共61个国家级高新区创新效率,并进一步探究川渝地区国家级高新区创新效率的影响因素。研究发现:高新区所在地区经济发展水平、政府支持力度和对外开放程度的提升能促进川渝地区国家级高新区创新效率的提升;高新区基础设施水平、研发人员投入密度以及研发费用投入强度对川渝地区国家级高新区创新效率影响为负。进而提出加快创新平台和创新载体体系建设、合理扩大高新区规模、充分发挥政府职能、坚持扩大对外开放水平以及加大创新资源投入等政策建议。 In order to thoroughly implement the spirit of the important instructions of the Ministry of Science and Technology of the People’s Republic of China on promoting the high-quality development of national high-tech zones,the Sichuan-Chongqing region has actively built a national-level high-tech zone,leading the high-quality and vigorous development of the economy in the Sichuan-Chongqing region.In view of the evaluation of the innovation and development level of national high-tech zones in Sichuan and Chongqing,the factors affecting the innovation and development of high-tech zones,and the improvement of the innovation level of national high-tech zones in Sichuan and Chongqing,the three-stage DEA method was used to measure the innovation efficiency of 61 national high-tech zones in Sichuan and Chongqing and the whole country,and the influencing factors of innovation efficiency of national high-tech zones in Sichuan and Chongqing were further explored.The results show that the improvement of the economic development level,government support and openness of the high-tech zone can promote the improvement of the innovation efficiency of the national high-tech zone in Sichuan and Chongqing;the level of infrastructure in the high-tech zone,the investment density of R&D personnel and the intensity of R&D expenditure have a negative impact on the innovation efficiency of the national high-tech zone in Sichuan and Chongqing.Furthermore,policy suggestions were put forward,such as accelerating the construction of innovation platform and innovation carrier system,reasonably expanding the scale of high-tech zones,giving full play to government functions,insisting on expanding the level of opening up to the outside world,and increasing investment in innovation resources.
