城市民族工作铸牢中华民族共同体意识研究——以贵州省为例

Research on Consolidating the Sense of Community for the Chinese Nation through Urban Ethnic Work——A Case Study on Guizhou Province

城市民族工作是铸牢中华民族共同体意识的重要阵地,铸牢中华民族共同体意识为开展城市民族工作提供了根本遵循。进入新时代以来,贵州省以城市民族工作为载体有形有感有效铸牢中华民族共同体意识,形成了贵州范本和贵州经验:打造互嵌式社会结构与社区环境,推动各民族广泛交往交流交融;完善城市民族工作政策法规,保障各族群众的合法权益;开展民族团结宣传教育活动,营造和谐共融的环境氛围;提升城市服务管理水平,推动各民族流动人口高质量融入城市。与此同时,这一工作也面临着诸多问题,主要包括:城市公共服务供给能力难以满足群众日益增长的美好生活需要,现有民族工作队伍力量难以支撑起繁重复杂的城市民族工作任务,城市民族工作机制建设不足以应对新时代民族工作的新情况新问题,民族团结进步宣传教育成效尚未达到民族团结进步创建工作新要求。为此,应从提升城市经济建设水平、强化民族工作队伍力量、健全民族工作长效机制、提升民族团结教育成效这四个方面系统施策,进一步夯实铸牢中华民族共同体意识的物质基础、人才基础、制度基础、思想基础,全面推动新时代党的民族工作高质量发展。

Urban ethnic work is an important front for consolidating the sense of community for the Chinese nation,which in turn serves as the fundamental guideline for conducting urban ethnic work.Since the new era,Guizhou Province has effectively consolidated the sense of community for the Chinese nation through tangible and perceptible urban ethnic work,creating a Guizhou model and experience.This includes building an interwoven social structure and community environment to promote extensive interactions and integration among various ethnic groups;improving policies and regulations related to urban ethnic work to safeguard the legitimate rights and interests of all ethnic communities;conducting publicity and educational activities for ethnic unity to create a harmonious and inclusive atmosphere;and enhancing urban service management levels to facilitate the high-quality integration of migrant populations from various ethnic groups into the city.At the same time,this work also faces numerous challenges,including insufficient capacity of urban public service provision to meet the growing demands of the populace for a better life,the existing ethnic work teams lacking the strength to support the heavy and complex tasks of urban ethnic work,inadequate mechanisms for urban ethnic work to address the new situations and issues in ethnic work in the new era and the ineffectiveness of publicity and education on ethnic unity and progress to reach the new requirements for creating a unified and progressive ethnic community.Therefore,systematic measures should be implemented in four areas:improving the level of urban economic development,strengthening the capacity of ethnic work teams,establishing long-term mechanisms for ethnic work,and enhancing the effectiveness of education on ethnic unity,so as to further solidify the material foundation,talent base,institutional framework,and ideological groundwork necessary for consolidating the sense of community for the Chinese nation,thereby promoting the high-quality development of the Party’s ethnic work in the new era.
