摘要
2015年以来,以东京大学为首的日本大学开始放弃基于第二次世界大战的教训,参与军工项目研发。当然,受到《日本国宪法》相关条款的限制,这种合作大多以创新军民两用技术为主。岸田文雄上任后,推动安保三文件的实施,以东京大学为首的日本学界与军工领域广泛合作是未来的大势所趋。未来随着日本“军学协同”的“产军学”一体化进程的加速,日本或将摘掉“藏军于民”的面具,而过渡为“军民统合”阶段。
Since 2015,Japanese universities,spearheaded by the University of Tokyo,have begun to depart from the post-World War II academic self-restraint mechanism and increasingly engage in military research and development projects.While constrained by Japan’s pacifist constitution,this collaboration primarily focuses on innovative dual-use technologies that can potentially be adapted for military applications.The trend towards closer academia-military industry cooperation,exemplified by the University of Tokyo’s initiatives,is expected to intensify following Prime Minister Kishida’s implementation of three key security documents.The research suggests that Japan’s academia-militaryproduction integration process is accelerating,potentially leading to a transition from the current model of implicit civil-military cooperation to a more overt form of civil-military integration in the future.
