重大经济体制改革的进度决定着其他很多方面改革的进度,具有牵一发而动全身的作用。当前,中国推动高质量发展面临的突出问题依然是发展不平衡不充分,亟须构建高水平社会主义市场经济体制,着力破除制约高质量发展的体制机制障碍。鉴于高质量发展是体现新发展理念的发展,未来要在坚持和完善社会主义基本经济制度的基础上,针对创新发展、协调发展、绿色发展、开放发展、共享发展五个方面所面临的突出问题,进一步在各个领域、各个环节、各个层面处理好政府和市场关系这个核心问题,实现资源配置效率最优化和效益最大化,激发全社会内生动力和创新活力,为推动中国式现代化建设提供强大动力和制度保障。

The progress of major economic system reforms determines the progress of many other aspects of reform,and has a ripple effect.Currently,the prominent problem facing China’s promotion of high-quality development is still the imbalance and insufficiency of development,which urgently requires the construction of a high-level socialist market economy system and efforts to eliminate institutional and mechanism barriers that restrict high-quality de⁃velopment.Since high-quality development reflects the new development philosophy,we must lay a solid founda⁃tion for upholding and improving socialist basic economic system,focus on the prominent issues like innovative de⁃velopment,coordinated development,green development,open development and shared development,further handle the core issue of relationship between government and market in all fields,links and levels.These measures will help to optimize the efficiency and maximize the benefits of resource allocation,stimulate the endogenous power and innovation vitality of the whole society,and provide strong momentum and institutional guarantee for promoting Chinese path to modernization.
