社会动员理论视域下的超大城市治理现代化实践——以深圳“民意速办”改革为例

Social Mobilization Theory Perspective on the Modernization of Urban Governance in Super-Large Cities--Take the Reform in Shenzhen as an Example

坚持以人民为中心,尊重人民主体地位和首创精神,人民有所呼、改革有所应,做到改革为了人民、改革依靠人民、改革成果由人民共享是新时代改革开放的一项重要历史经验,深圳作为超大城市,坚持贯彻习近平新时代中国特色社会主义思想,以改革创新精神开展有效的社会动员,成功打造“民意速办”改革案例,探索出了一条超大城市治理现代化的路子,对全国具有可复制可推广的价值。主要做法和经验是:坚持以人民为中心的理念;坚持党建引领社会动员,注重发挥党组织的作用;坚持共建共治共享理念,实现动员方式现代化;推动制度创新,为社会动员提供制度保证;注重科技赋能,发挥大数据在社会动员和城市治理中的作用。

Adhere to putting the people at the center,respect the people’s subject status and pioneering spirit,where the people have needs and where reforms are responsive,realize reform for the people,reform relies on the people,and reform achievements are shared by the people,which is an important historical experience of the reform and opening up in the new era.Shenzhen as a mega city has carried out effective social mobilization with the spirit of reform and innovation,successfully created a network platform,which can efficiently addressing the demands of the masses.Shenzhen has explored a path to modernization of mega city governance,which has replicable and promotable value for the whole country.The main experiences include:Adhere to putting the people at the center;Adhere to the Party’s leadership in social mobilization;Realize mobilization methods;Promote institutional innovation;Emphasize technological support.
