海洋资源开发与生态环境保护融合发展是我国新时期海洋发展的重要战略方向。随着社会经济的不断发展,我国海洋资源开发利用与生态环境保护问题不断涌现,多重矛盾交织日益凸显,对高效统筹海域生态与海洋经济提出了新要求。基于生态文明建设理念,目前海洋资源开发与生态环境保护尚存在海洋空间规划体系不完善、海域立体分层开发模式未建立、深远海海上风电开发及海洋生态系统保护仍需加强等问题。需在完善海洋空间规划体系、加快立体分层开发、推动深远海海上风电发展、强化海洋生态系统保护与修复等方面进一步强化海洋资源开发与生态环境保护融合发展,助力海洋强国建设。

The integration of marine resource development and ecological environment protection is an important strategic direction for China marine development in the new era.With the continuous development of the social economy,issues related to the development of marine resources and ecological environment protection are constantly emerging,posing new requirements for efficient coordination of marine ecology and marine economy.There are still problems in the development of marine resources and ecological environment protection,such as an incomplete marine spatial planning system,the lack of a three-dimensional layered development model for marine areas,the need to strengthen the development of deep-sea wind power and marine ecosystem protection.We need to strengthen the integration of marine resources development and ecological environment protection in improving the marine spatial planning system,accelerating three-dimensional and layered development,promoting the development of far-reaching offshore wind power and strengthening the protection and restoration of marine ecosystems,in order to assist in the construction of a maritime power.
