摘要
在乡村振兴和“双碳”背景下,农业绿色发展已成为必然趋势。该研究基于河北省2012—2021年以及2021年全国农业产值较高省份面板数据,采用熵权TOPSIS模型和障碍度模型,对河北省农业绿色发展状况进行实证分析。结果表明:河北省农业绿色发展总体水平显著提高,但是相较于同期其他地区还具有较大的提升空间。2012—2021年河北省在资源节约保育、生态环境安全、产出质量高效和政策科技支撑均呈现差异增长趋势,其中生态环境安全是阻碍河北省农业绿色发展水平的主要因素,其次是资源节约保育因素,而产出质量高效与政策科技支撑因素起到了正向的支撑作用。基于研究结论,河北省应强化生态环境支撑,提高资源利用效率,发挥产出质量高效支撑与政策科技创新推动作用,促进农业发展全面绿色转型。
Under the background of rural revitalization and‘double carbon’,the green development of agriculture has become inevitable trend.Based on the panel data of Hebei Province from 2012 to 2021 and the provinces with high agricultural output value in 2021,this study used entropy weight TOPSIS model and obstacle degree model to make an empirical analysis of agricultural green development in Hebei Province.The results showed that the overall level of agricultural green development in Hebei Province has been significantly improved,but compared with other regions in the same period,there was still a larger room for improvement.From 2012 to 2021,Hebei Province showed a differential growth trend in resource conservation,ecological environment security,output quality and efficiency,and policy science and technology support.Among them,ecological environment security was the main factor hindering the level of agricultural green development in Hebei Province,followed by resource conservation and conservation factors,while output quality and efficiency and policy science and technology support factors played a positive supporting role.Based on the research conclusion,Hebei Province should strengthen the support of ecological environment,improve the efficiency of resource utilization,give full play to the support of output quality and efficiency,and promote the role of policy scientific and technological innovation,and promote the comprehensive green transformation of agricultural development.
