社会治理重心下移是实现国家治理现代化的基础,也是加强基层社会治理的重要环节。城管执法力量下沉是加强基层社会治理的重要内容,是适应城镇化趋势、应对城市管理压力、实现城市管理目标的现实需要。由于以往综合执法过程中存在权责边界不清晰、重管理轻服务、违法执法、人员综合素质不高等问题,致使城管行政执法效能受到抑制。因此,城管执法力量下沉后应从强化服务、依法行政、明确执法权责、完善监督机制、实施多主体共治等方面实现城管执法全方位优化,建立起长效管理机制,切实维护城市管理秩序和人民群众权益。

The decentralization of the focus of social governance is the basis for realizing the modernization of national governance,and it is also an important step to strengthen grassroots social governance.The decentralization of urban management enforcement is an important part of strengthening grassroots social governance,and it is a realistic need to adapt to the trend of urbanization,cope with the pressure of urban management,and achieve the goal of urban management.Due to the problems of unclear boundary of power and responsibility,emphasis on management over service,illegal law enforcement and low comprehensive quality of personnel,the efficiency of urban management administrative law enforcement has been inhibited.Therefore,after the decentralization of urban management enforcement,it is necessary to strengthen services,administer according to law,clarify the powers and responsibilities in law enforcement,improve the supervision mechanism,implement multi-subject co-governance and other aspects to achieve all-round optimization of urban management law enforcement and establish a long-term management mechanism to effectively safeguard the urban management order and the rights and interests of the people.
