公共部门领导力发展与组织效能提升的策略

摘要 领导者的领导力成为推动公共部门组织效能提升的关键所在。公共部门领导力发展能够有效地推动组织效能的提升。同时,组织效能可以为领导者提供良好的发展环境和支持,以促进领导力的持续发展。然而公共部门在领导者的培养和选拔上往往缺乏系统性和科学性,其组织结构和管理制度往往较为僵化,组织文化制约领导力发展。通过公共部门领导力发展促进组织效能提升的策略为:加强组织管理,优化领导结构;培养领导才能,提升领导者素质;完善考核机制,激发领导者积极性;营造积极的组织文化,提升组织凝聚力。 The leadership of leaders has become the key to promote the effectiveness of public sector organizations.Leadership development in the public sector can effectively promote the improvement of organizational effectiveness.At the same time,organizational effectiveness can provide a good development environment and support for leaders to promote the sustainable development of leadership.However,the training and selection of leaders in the public sector is often lack of systematic and scientific,its organizational structure and management system are often more rigid,and organizational culture restricts the development of leadership.The strategies to promote organizational effectiveness through leadership development in the public sector are as follows:strengthening organizational management and optimizing leadership structure;cultivating leadership skills and improving the quality of leaders;improving the assessment mechanism and stimulating the enthusiasm of leaders;creating a positive organizational culture and enhancing organizational cohesion.
