Ten Years of International Exchange and Cooperation in Chinese Higher Education under“the Belt and Road”Initiative:Action Logic,Main Characteristics,and Development Trends

“一带一路”倡议践行十年来,我国以顶层政策设计为统领,形成教育互联互通机制框架;以高校为主阵场,打造高水平教育对外开放先行区;以人才培养为核心,加快创建“一带一路”人才中心;以国际性教育事务为中介,深度重塑全球教育治理新格局;以国际人文交流为铺垫,丰富“一带一路”人文交流内涵。“一带一路”倡议下,我国高等教育参与国际交流合作是体现大国责任与担当、建构人类命运共同体的根本显现,也是深度参与全球教育治理、重塑全球教育治理格局的有效抓手,是构筑我国高质量教育体系、建设教育强国的关键环节,充分体现出中国特色方案和中国话语体系,具有统一性、系统性和有效性特征。面向未来,随着“一带一路”倡议逐步走实走远,我国高等教育参与国际交流合作将进一步凝聚高等教育命运共同体理念,形成多边高等教育治理格局,融合升级区域性高等教育开放合作。

Since the implementation of“the Belt and Road”initiative ten years ago,China has taken the top-level policy design as the guide to form a framework of educational connectivity mechanisms;taking universities at all levels as the main battlefield,creating a leading area for high-level education to open up to the outside world;with talent cultivation as the core,accelerate the creation of“the Belt and Road”talent centers;deeply reshape the new pattern of global education governance through international educational affairs as an intermediary;using international cultural exchanges as a foundation,endowing“the Belt and Road”with cultural connotations.The participation of China’s higher education in international exchange and cooperation under“the Belt and Road”initiative is a key link to reflect the responsibility and commitment of major countries,to build a community with a shared future for humanity,to deeply participate in global education governance,to reshape the global education governance pattern,and to build China’s high-quality education system and build an education power.It reflects the Chinese characteristics scheme and the Chinese discourse system,which is characterized by unity,systematism,and effectiveness.Facing the future,as“the Belt and Road”initiative gradually goes far,the participation of China’s higher education in international exchange and cooperation will gradually converge the unified concept of a community of shared future for higher education,form a multilateral governance pattern of higher education,and integrate and upgrade regional higher education open cooperation.
