In modern emergency management,it is crucial to prioritize people and quickly and accurately generate emergency response plans for key personnel in various situations to improve emergency response efficiency.The article designs and implements a key personnel emergency response plan generation system based on transfer learning.By introducing transfer learning technology,the system can efficiently extract useful knowledge from historical data and support intelligent generation of contingency plans.Among them,the system requirements were analyzed in detail,business process diagrams and system architecture diagrams were designed,and the functions and implementation methods of each module of the system were explained.Through practical case verification,the system has demonstrated good adaptability and accuracy,providing strong technical support for emergency management.This study not only fills the technical gap in the field of emergency plan generation,but also provides new ideas for the application of transfer learning technology in emergency management.
