进一步完善农村集体经济组织管理机制的法治路径探析

当前我国农村正处于推进城乡融合发展、建设现代化农业强国、奋力实现共同富裕等多重战略任务叠加下的攻坚期。农民作为乡村振兴的核心主体,其参与集体经济发展的积极性、参与度对推进农业农村发展至关重要。但目前我国个别地区农村集体经济组织在管理实践中还存在一些漏洞和问题,一定程度上阻碍了乡村产业发展和经济增长。从政策倾向和现实需要来看,只有进一步优化、调整集体经济组织管理的相关规定,推动构建相对独立的管理运营模式,通过技能培训、技术支持、生产服务、平台支撑、品牌培育等手段,充分动员、赋能农民,才能进一步提升集体经济组织的经营效能和发展势能,助推乡村事业高质量发展和农民收入快速增长。

China’s rural areas are currently in a critical period of advancing urban-rural integrated development,building a modern agricultural powerhouse,and striving to achieve common prosperity under the superposition of multiple strategic tasks.Farmers,as the core subjects of rural revitalization,play a crucial role in promoting agricultural and rural development through their enthusiasm and participation in collective economic development.However,in some regions of China,there are still some loopholes and problems in the management practices of rural collective economic organizations,which to some extent hinder the development of rural industries and economic growth.From the perspective of policy orientation and practical needs,only by further optimizing and adjusting the relevant regulations on the management of collective economic organizations,promoting the establishment of relatively independent management and operation models,and fully mobilizing and empowering farmers through skills training,technical support,production services,platform support,and brand cultivation,can the operational efficiency and development momentum of collective economic organizations be further enhanced.This will help drive high quality development of rural undertakings and rapid growth of farmers’incomes.
