京津冀城市群“减污-降碳-经济发展”协同治理能力评价及障碍因子识别

Evaluation and Identification of Obstacle Factors for Collaborative Governance of“pollution abatement,carbon reduction and economic development”in Beijing-Tianjin-Hebei City Cluster

京津冀城市群在生态环境保护、经济发展以及区域合作等方面发挥着引领示范作用。基于京津冀13个城市2007—2022年的相关数据,构建城市群“减污-降碳-经济发展”评价指标体系,综合利用耦合协调度和重心-标准差椭圆测度京津冀城市群“减污-降碳-经济发展”协同性的时空特征,利用障碍度模型分析影响协同性提高的关键障碍因子,最后基于研究结果,提出京津冀城市“减污-降碳-经济发展”协同性提升的差异化策略,为京津冀城市群减污降碳协同增效、城市经济发展提供借鉴和参考。

The Beijing-Tianjin-Hebei city cluster is playing a leading and exemplary role in ecological and environmental protection,economic development and regional cooperation.Based on the relevant data of 13 cities in the Beijing-Tianjin-Hebei region from 2007 to 2022,the evaluation index system of"pollution abatement-carbon reduction-economic development"of the urban agglomeration was constructed,and the coupling coordination degree and center of gravity standard deviation ellipse were comprehensively used to measure the spatial and temporal characteristics of the synergy of"pollution abatement-carbon reduction-economic development"of the Beijing-Tianjin-Hebei urban agglomeration.The obstacle degree model was used to analyze the key obstacle factors affecting the improvement of synergy.Finally,based on the research results,the differentiation strategy was proposed to provide reference for the synergistic efficiency of pollution abatement,carbon reduction and urban economic development.
