Social Trust and the Effective Realization of Rural Collective Economy:Interactive Logic and Historical Evolution

农村集体经济有效实现蕴含着经济与社会效能共同发挥的现实要求,而内生并作用于乡村社会变迁的信任能支撑广泛的经济关系与社会过程。沿循“计划”转向“市场”、“传统”转向“新型”的发展脉络,集体经济与社会信任间历时性的互动逻辑主要呈现为特殊信任主导的传统信任效能式微进而被强制更替,影响相应阶段生产与生活的效率及活力;特殊信任复归但持续流失,无法匹配市场经济规模化生产及城乡统筹发展的要求;现代性信任逐渐生成重构村庄信任格局,但社会信任仍不足以支撑新型农村集体经济有效实现。在特殊信任与普遍信任的调适与互补中弥合制度暂未嵌合以及情感疏离所造成的信任断层,需要依托村庄内部社会关系与情感纽带,复苏乡土信任,唤醒传统关系网络中的情感与道德意涵,并将其发展为制度化的公德;基于制度有效性、合理性及正义性夯实村庄普遍信任基础,进而确保集体内聚成为能在其中合作并自觉维护公共利益的行动共同体。

The effective realization of rural collective economy implies the realistic requirement of the joint performance of economic and social effectiveness.Social trust,which is endogenous and acts on rural social changes,can support a wide range of economic relations and social processes.Tracing the developmental trajectory from“planned”to“market”,“traditional”to“new”,the diachronic interaction logic between the rural collective economy and social trust is mainly presented in the following manner:the effectiveness of traditional trust dominated by particularized trust gradually weakened,and then it was forcibly replaced,which affected the efficiency and vitality of production and life in the corresponding stages.Subsequently,although the particularized trust has recovered,it is still dissipating,which cannot be coordinated with the large-scale production requirements of market economy and urban-rural integration.Modern social trust gradually engenders the restructuring of the village trust pattern,yet the suspended trust resources remain insufficient to underpin the effective realization of the new rural collective economy.In the adjustment and complementation between particularized trust and generalized trust,bridging the trust gap primarily caused by the deficiency in both institutional inter-embedding and emotional connections,it is necessary to rely on the social relations and emotional ties within the village,revive local trust,awaken the emotional and moral implications in the traditional relationship network,and develop it into institutionalized public morality;based on the effectiveness,rationality and justice of the system,consolidate the foundation of general trust in the village,and then ensure that the collective cohesion becomes an action community in which it can cooperate and consciously safeguard the public interest.
