智慧图书馆人脸识别技术便捷服务与隐私风险的平衡策略

Smart Library’s Strategies for Balancing the Convenient Service and Privacy Risk of Facial Recognition Technology

随着信息技术的快速发展,人脸识别技术已应用于智慧图书馆多个服务场景。阐述了人脸识别技术的应用在提高入馆效率、优化读者体验等方面具有的显著便捷性及其带来的一些问题与挑战;通过研究分析发现,人脸识别技术带来的潜在隐私风险主要涉及数据收集与存储风险、数据传输和使用风险以及对读者权益的影响;在考察各国对人脸技术规制的基础上,提出了平衡人脸识别技术便捷性与隐私风险保护的策略,包括数据最小化与透明度原则、读者授权与参与、技术与管理的双重保障、馆员培训与读者教育、定期隐私评估与持续策略改进等,以确保人脸识别技术在智慧图书馆服务场景中的合规应用。

With the rapid development of information technology,facial recognition technology has been applied to various service scenarios in smart libraries.This paper elaborates on the significant convenience of the application of facial recognition technology in improving entry efficiency,optimizing reader experience,and other aspects,as well as the prob⁃lems and challenges brought by facial recognition technology;and through the research and analysis,finds that the poten⁃tial privacy risks brought by facial recognition technology mainly involve risks of data collection and storage,data trans⁃mission and use,and the impact on reader rights and interests;and based on examining the regulations of facial recogni⁃tion technology in various countries,proposes strategies for balancing the convenience of facial recognition technology with privacy risks protection,including the principles of data minimization and transparency,reader authorization and participation,dual protection of technology and management,reader education and librarian training,and continuous pri⁃vacy assessment and strategy improvement,to ensure the compliant application of facial recognition technology in smart li⁃brary’s service scenarios.
