Developing New Quality Productive Forces in the Process of Building the Modernized Industrial System

现代化产业体系与加快发展新质生产力之间存在理论关联,以现代化产业体系为抓手发展新质生产力,可从“点—线—面—体”四位一体视角凝练出实践方向。从理论关联来看,新质生产力发展的两大规律,即生产力与生产关系的矛盾运动规律和高端化、绿色化、融合化的要素组合发展规律,都突出表现在产业体系现代化进程中。现代化产业体系“点—线—面—体”的时空演进逻辑与新质生产力的发展逻辑相契合。新质生产力的发展在现代化产业体系中呈现承继式、递进式特点:在“点”上以技术的革命性突破催生新质生产力,在“线”上以产业链的优化升级形成新质生产力,在“面”上以产业集群的形成发展新质生产力,在“体”上以现代化产业体系的构建推动新质生产力的发展走向成熟。据此,在建设现代化产业体系中发展新质生产力,可围绕产业现代化下的新质生产力发展、产业链现代化下的韧性发展、产业体系现代化下的协同发展三个关键方面把握实践方向。

This paper acknowledges the theoretical connection between the modernized industrial system and the accelerated development of new quality productive forces,and condenses practical directions for the development of new quality productive forces with the modernized industrial system as the focal point from the perspective of“point-line-surface-body”.From the perspective of theoretical correlation,the two major laws governing the development of new quality productive forces,namely,the law of contradictory movement between productive forces and production relations,and the law of development of high-end,green,and integrated factor combinations,are prominently manifested in the process of modernizing the industrial system.The space-time evolution logic of the modern industrial system,represented by“point-line-surfacebody”,is inherently compatible with the development logic of new quality productive forces.The development of new quality productive forces in the modernized industrial system exhibits characteristics of inheritance and progression:at the“point”,revolutionary technological breakthroughs new productivity;at the“line”,the optimization and upgrading of the industrial chain forms new productivity;at the“surface”,the formation of industrial clusters fosters new productivity;and at the“body”,the construction of the modernized industrial system propels the development of new productivity towards maturity.Accordingly,in the process of building the modernized industrial system,the development of new quality productive forces can be guided by focusing on three key aspects:industrial modernization,resilient development of the industrial chain,and coordinated development under the modernized industrial system.
