县政府统筹:欠发达地区新型农村集体经济的治理逻辑——基于元治理理论的分析视角

Overall Planning of County Government: The Governance Logic of New Rural Collective Economy in Less-developed Regions——Analytical Perspective Based on Meta-Governance Theory

新时代的农村集体产权制度改革为政府、市场组织及其治理模式嵌入欠发达地区村社的农村集体经济治理提供了条件。欠发达地区新型农村集体经济治理呈现出科层治理、市场治理和自组织治理3种治理模式叠加的实践样态,通过构建欠发达地区新型农村集体经济元治理分析框架,论述了3种治理模式衔接冲突是新型农村集体经济治理失灵的重要原因。对B村新型农村集体经济治理的案例分析发现,欠发达地区新型农村集体经济遵循县政府作为“元治理者”统筹推进新型农村集体经济发展的治理逻辑。欠发达地区县政府以“召集者”“主导者”“协调者”“平衡者”等多重角色,引导多元主体共同参与治理,制定共同治理的合作规则,化解3种治理模式的多重衔接冲突,促进各主体利益博弈的平衡,进而实现农村集体经济有效治理。

The reform of the rural collective property rights system in the new era provides conditions for the government entities,market organizations,and their respective governance models to be embedded in the rural collective economic governance of village communities in less-developed regions.The new rural collective economic governance in the less-developed areas presents a practice pattern of three governance models superimposed:bureaucratic governance,market governance and self-organization governance.This paper sets up the analysis frame of new rural collective economic meta-governance in less-developed regions,and the articulation conflict of the three modes of governance is an important reason for the failure of governance of the new rural collective economy.The case analysis of the new rural collective economic governance in village B shows that the new rural collective economy in less-developed areas follows the logic of governance in which the county government acts as a"meta-governor"to overall planning and promote the development of the new rural collective economy.County governments in less-developed areas play multiple roles such as"convener","leader","coordinator"and"balancer"to guide multiple subjects to participate in governance,formulate cooperation rules for governance,resolve the multiple articulation conflicts of the three governance models,promote the balance of the interests of various subjects,and thus achieve effective governance of the rural collective economy.
