摘要
存量工业用地更新已成为当前城市更新的重要议题,然而,在实施层面,由于前期缺乏系统策划与科学决策,导致更新失效现象屡见不鲜。在我国大力倡导“前策划-后评估”完整框架下,前策划及其决策方法逐渐受到广泛关注。结合我国存量工业用地更新发展现状,梳理总结其时代特征及困境,从系统论视角解析存量工业用地更新前策划体系,并探讨其决策机制优化策略。
Existing industrial land has become an important issue in current urban renewal.However,the phenomenon of renewal failure caused by the lack of systematic pre-planning and scientific decision-making in the implementation stage is not uncommon.Under the vigorous promotion of the complete framework of"pre-planning to post-evaluation"in China,pre-planning and its decision-making methods have gradually received widespread attention.According to the current situation of the renewal and development of the stock industrial land in our country,the characteristics of the times and difficulties are summarized,the pre-renewal planning system of the stock industrial land is analyzed from the perspective of system theory,and the optimization strategies of its decision-making mechanism are discussed.
