摘要
普惠托育服务不仅是我国托育服务事业发展的主基调,也是政府建立健全社会福利体系的战略规划之一,还是建设生育友好型社会的重要组成部分。当前,家庭对0~3岁婴幼儿托育需求的增加,使普惠性托育被大众所关注,党的二十大则对托育服务的普惠发展提出了新要求。当前0~3岁婴幼儿普惠性托育服务存在着托育总缺口大且形式单一、收费标准悬殊、专业水平低且优质资源紧缺等问题,政府及相关机构可以从完善政策法规、健全评价标准、创新托育模式等方面探索普惠性托育服务的实施路径。
Universal childcare services not only constitute the main theme of the development of childcare services in China,but also represent one of the government’s strategic plans for establishing a comprehensive social welfare system,and are an important component of building a child-friendly society.Currently,the increasing demand for childcare services for infants and young children aged 0-3 years has drawn public attention to universal childcare.The 20th National Congress of the Communist Party of China has put forward new requirements for the universal development of childcare services.Currently,universal childcare services for 0-3-year-old infants face challenges such as a large overall shortage of childcare services,a single form of childcare,wide disparities in fee standards,low professional levels,and a shortage of high-quality resources.The government and relevant institutions can explore implementation paths for universal childcare services by improving policies and regulations,refining evaluation standards,and innovating childcare models.
