社会治理是社会建设的重要组成部分,也是新时代推进国家治理体系和治理能力现代化的重要内容。新民主主义革命时期,我们党在局部执政条件下,就肩负起社会治理的历史重任,致力于对旧社会的根本改造,逐步建立起新民主主义政权。全面抗战时期,党在晋察冀边区局部执政实践中,结合边区实际,有效协调各抗日力量,稳定社会秩序;建设新民主主义文化、教育事业,强化社会认同;加强公安、司法建设,保卫社会安全;开展救灾斗争、卫生建设,增强社会保障。边区社会面貌焕然一新,社会治理成效显著。从而,坚定了边区人民衷心拥护党的领导,激发团结了边区各阶级的力量,积极投身民族独立、人民解放斗争。党在晋察冀边区积累的丰富社会改造及治理经验,对新时代推进社会治理工作具有启示意义。

Social governance is an important part of social construction and an important part of promoting the modernization of national governance system and governance capacity in the new era.During the period of the new democratic revolution,under the condition of local governance,our party shouldered the historical responsibility of social governance,committed to the fundamental transformation of the old society,gradually established the new democratic regime in promoting the social revolution,and realized the great leap from the feudal autocracy to the new democratic civilization.During the period of the comprehensive Anti-Japanese War,the party combined the reality of the border region in the practice of local governance in the Shanxi-Chahar-Hebei border region,stabilized the social order by timely and effectively regulating the interests of various Anti-Japanese classes and strata;the construction of new democratic culture,education,strengthen social identity;strengthen the construction of public security and justice,and safeguard social security;to carry out disaster relief struggle,health construction,strengthen social security and other aspects of governance,so that the social outlook of the border area has been renewed and social governance has achieved remarkable results.Thus,it strengthened the people of the border region to whole heartedly support the leadership of the Communist Party,stimulated the vitality and strength of all classes in the border region,and actively participated in the struggle for national independence and people's liberation.The rich experience of social transformation and governance accumulated by the Communist Party of China in the Shanxi-Chahar-Hebei border region is worth exploring in depth.
