浙江省提升污泥资源化利用水平路径研究

Study on Path of Enhancing Sludge Resource Utilization Level in Zhejiang Province

污泥处理不仅关乎污染物的有效管理,也是实现资源循环利用、促进循环经济发展的关键一环。本文从污泥产生量、无害化处理处置设施建设情况、污泥实际处理情况三方面系统分析浙江省的污泥产生及处理形势,指明污泥处置利用面临污泥处理处置需提质增效、污泥处理处置结构较为单一和污泥处置全过程监管需加强的问题和挑战,针对性提出要优化处理结构、提升设施效能、强化数智监管、完善政策体系、推进科技创新和加强宣传科普的路径建议,旨在提升浙江省污泥资源化利用水平,推进污泥行业技术进步和低碳循环发展。

Sludge treatment is not only a critical aspect of effective pollutant management,but also an essential component in achieving resource recycling and fostering circular economy development.This paper systematically analyzes the situation of sludge generation and treatment in Zhejiang Province from three aspects:the volume of sludge produced,the construction of harmless treatment and disposal facilities,and the actual sludge treatment situation.It identifies the challenges faced in sludge disposal and utilization,such as the need for improved quality and efficiency in sludge treatment and disposal,relatively singular structure of sludge treatment and disposal,and the need for enhanced supervision throughout the entire sludge disposal process.The paper proposes targeted suggestions for optimizing the treatment structure,enhancing the facilities efficiency,strengthening digital and intelligent supervision,improving the policy system,promoting technological innovation,and strengthening publicity and science education,with an aim to enhance the sludge resource utilization level in Zhejiang Province and to promote technological progress and lowcarbon circular development in the sludge industry.
