标准化赋能我国城市治理体系现代化:作用机制、主要挑战与实施路径

Standardization Empowers the Modernization of China's Urban Governance System:Mechanism of Action,Major Challenges,and Implementation Pathways

标准化是推进国家治理体系和治理能力现代化的基础性制度化实施路径。推进城市治理体系现代化,需要充分理解标准化对城市治理体系的作用机制,建构具有中国特色的城市治理体系现代化的标准化逻辑。研究发现,标准化赋能城市治理体系现代化的作用机制主要体现在主体的民主化,过程的法治化、精细化和数智化,目标的人本化。当前标准化赋能我国城市治理体系现代化面临着标准化理论与城市治理内容的内在冲突,在实践中体现于执行困境、监管困境和公众参与困境。因此,需要强化标准化赋能城市治理体系现代化的立法保障与引领作用,建构并优化多元利益相关方参与机制和社会自主共治模式,建立健全基于弹性标准的动态调整机制,提高标准数智化建设水平,完善技术伦理制衡和监督机制。

Standardization serves as a fundamental institutional pathway for advancing the modernization of the national governance system and governance capacity.To promote the modernization of urban governance system,it is essential to fully understand the mechanism through which standardization impacts urban governance and to construct a standardization logic for urban governance modernization that reflects Chinese characteristics.Research indicates that the mechanism empowers the modernization of urban governance system primarily manifests in the democratization of subjects,the rule of law,refinement,and intelligence of processes,as well as the human-centered nature of goals.Currently,the empowerment of urban governance modernization by standardization faces inherent conflicts between standardization theory and urban governance content,which is reflected in practical challenges such as execution difficulties,regulatory dilemmas,and public participation challenges.Therefore,it is necessary to reinforce the legislative guarantees and guiding roles of standardization in empowering the modernization of urban governance system,to construct and optimize mechanisms for the participation of diverse stakeholders and social self-governance models,to establish a robust dynamic adjustment mechanism based on flexible standards,to enhance the level of standardization intelligence and to enhance the mechanisms for ethical balance and supervision in technology.
