在第四次工业革命的新浪潮下,中非数字发展需求更加契合,非洲大陆自由贸易区的建设促进区域内市场一体化和数据流通,为中非数字合作提供动能。中国与非洲在数字经济、数字创新、数字转型、数字基础设施、数字能力及数字安全合作方面的政策对接与实践进程全方位推进。囿于非洲数字能力建设滞后、中非数字合作项目实施面临技术适配和可持续性挑战以及其他行为体在非洲的数字竞争加剧等因素,强化中非数字合作仍任重道远。展望未来,中国与非洲应当多途径提升非洲数字能力,以新质生产力驱动中非数字合作,共建数字文明,谱写新时代全天候中非命运共同体建设新篇章。

Under the new wave of the Fourth Industrial Revolution,the digital development needs of China and Africa are increasingly aligned.The construction of the African Continental Free Trade Area promotes regional market integration and data flow,providing momentum for China-Africa digital cooperation.Comprehensive progress is being made in policy alignment and practical in areas such as the digital economy,digital innovation,digital transformation,digital infrastructure,digital capabilities,and digital security cooperation.However,due to the lag in Africa’s digital capacity building,China-Africa digital cooperation projects face challenges in technical adaptation and sustainability during implementation,and the intensifying digital competition among other actors in Africa further complicates the situation.Looking ahead,China and Africa should enhance Africa’s digital capabilities through multiple avenues,drive the sustainable development of China-Africa digital cooperation with new productive forces,jointly build a digital civilization,and write a new chapter in the construction of an all-weather China-Africa community with a shared future in the new era.
