中国特色社会主义进入新时代,我国社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾。健康、丰富、充实的精神生活是青年美好生活的重要维度。从青年美好生活需要的视角出发,现实生活中精神生活层面存在的问题成为影响青年美好生活,影响青年获得感、幸福感和安全感的重要因素,构成了青年精神生活治理的逻辑起点。精神生活治理具有显著的人民性,人民是精神生活治理的实践主体、价值主体和评价主体,精神生活治理必须坚持以人民为中心的价值取向。精神生活的发展离不开文化的影响,青年精神生活治理也需要深刻的文化自觉。文化对精神生活有教育引导、凝聚共识和约束规范等功能,因而要通过发挥文化的作用,不断满足青年的精神文化需要,促进青年美好生活的实现。

Socialism with Chinese characteristics has entered a new era,and the main contradictions in our society have been transformed into the contradiction between the people's ever-growing needs for a better life and unbalanced and inadequate development.Healthy,rich and substantial spiritual life is an important dimension of youth's good life.From the perspective of young people's needs for a better life,the problems existing in the spiritual life in real life have become an important factor affecting the good life of young people,affecting the sense of gain,happiness and security of young people,which constitutes the logical starting point for the governance of young people's spiritual life.The governance of spiritual life has a remarkable character of the people.The people are the main body of practice subject,value subject and the evaluation subject of spiritual life governance.The governance of spiritual life must adhere to the people-centered value orientation.The development of spiritual life is inseparable from the influence of culture,and the governance of youth spiritual life also needs profound cultural consciousness.Culture has the functions of guiding the spiritual life,building consensus and constraining norms.Therefore,it is necessary to continuously meet the spiritual and cultural needs of young people and promote the realization of a better life for young people by giving full play to the role of culture.
