长三角城市群环境规制、绿色技术创新与碳排放效率

摘要 在“双碳”目标约束下,积极提升地区碳排放效率是实现经济增长和减污降碳协同增效发展的关键。本文基于2004—2020年长三角41个地级市的面板数据,研究环境规制和绿色技术创新对碳排放效率的短期和长期影响,并从绿色技术创新的调节效应和门槛效应视角,分析绿色技术创新是否能强化环境规制的碳排放效率提升效应。研究发现:环境规制对碳排放效率有正向促进效应,而绿色技术创新对碳排放效率有负向抑制效应;环境规制的效用周期长于绿色技术创新;绿色技术创新对环境规制的碳排放效率提升效应具有调节效应和门槛效应,绿色技术创新强化了环境规制的正向效应,在绿色技术创新水平高的地区,环境规制对碳排放效率的正向效应越大。又充分发挥环境规制和绿色技术创新的协同降碳能效,旨在为中国区域绿色低碳发展提供经验证据和路径参考。 Under the constraints of the“double carbon”target,actively improving regional carbon emission efficiency is the key to realizing the synergistic development of economic growth and carbon reduction.Based on the panel data of 41 prefecture-level cities in the Yangtze River Delta(YRD)from 2004 to 2020,this paper investigates the short-and long-term effects of environmental regulation and green technological innovation on carbon emission efficiency and whether there are non-linear effects,and analyzes whether green technological innovation can enhance the carbon emission efficiency improvement effect of environmental regulation from the perspective of the regulatory threshold effect of green technological innovation.The study finds that:environmental regulation has a positive effect on carbon emission efficiency,while green technological innovation has a negative inhibiting effect on carbon emission efficiency,and the life cycle of environmental regulation is longer than that of green technological innovation;there is a positive correlation between environmental regulation and carbon emission efficiency.Green technology innovation has a moderating effect and a threshold effect on the carbon emission efficiency improvement effect of environmental regulation,green technology innovation strengthens the positive effect of environmental regulation,and in regions with high levels of green technology innovation,the positive effect of environmental regulation on carbon emission efficiency is greater.The synergistic effect of environmental regulation and green technology innovation is fully utilized to provide empirical evidence and path reference for regional green low-carbon development in the Yangtze River Delta region.
