人本视角下城乡融合发展的群体关怀及实践路径

Group Care and Practical Path of Urban-rural Integration Development from a Humanistic Perspective

区别于经济、空间分析视角,人本视角下的城乡融合分析,更加注重阶层群体分析范式,坚守底层关怀视角,关注拆分型劳动力再生产体制下流动群体与留守群体在城乡融合发展中的角色定位、价值归属和发展环境。从人本视角出发,既需要思考经济发展质量能否惠及乡村留守群体,城市公共服务保障能否包容进城流动群体,乡村产业形态能否承载返乡流动群体等核心议题,也需要摒弃单一的问题和弱势视角,从基于身份认同的社区包容性环境营造、人本价值与发展型政策导向的制度设计、复合能力与社会关系导向的多元服务三个实践维度,满足流动群体和留守群体的“价值-生计-福利”需求,缩小阶层差距,助推共同富裕。

Different from economic and spatial analysis perspectives,the analysis of urban-rural integration under the“humanistic perspective”pays more attention to the paradigm of analyzing class groups,adheres to the perspective of caring for the bottom,and focuses on the role positioning,value attribution,and development environment of the“mobile and left behind”groups in the development of urban-rural integration under the split labor reproduction system.From a“people-oriented perspective”,it is necessary to consider core issues such as“whether the quality of rural economic development can benefit left behind groups,whether urban public service guarantees can accommodate migrant groups entering the city,and whether rural industrial forms can support migrant groups returning home”.It is also necessary to abandon a single problem and weak perspective,and from three practical dimensions of“creating an inclusive community environment based on identity recognition,institutional design guided by humanistic values and development oriented policies,and diversified services guided by composite capabilities and social relationships”,meet the“value-livelihood-welfare”needs of“mobile and left behind”groups,narrow the social gap,and promote common prosperity.
