通过研究分析电力安全管理现状和改革发展需求,明确了安全理念扎根不牢和员工安全素养短板是当前电力事故尚未杜绝的根本原因所在,提出“一防三创、治本攻坚”双融合行动,以“安全发展、以人为本”的科学理念撬动安全管理提升;运用规划和标准的力量,驱动补短板、强弱项工作。发挥科学安全理念引领安全管理的提升作用,强化“人本管理、风险管理、系统管理”的组织驱动引擎作用,提升电力企业安全管理的水平。

By studying and analyzing the electrical safety management situation as well as its reform and development needs,it is determines that the safety concept poor rooted and the staff safety culture shortcomings are the fundamental elements causing electric power accidents not yet been eliminated at present.A dual integration action involving "one prevention and three innovations" is put forward,which is to improve safety management with the scientific concept of "safe development,human-oriented",and utilize the power from planning and standards to drive the strengthening of short and weak items.The scientific safety concept is to play the due role in leading the improvement of safety management,and the "human-oriented management,risk management and system management" is intensified as the organization engine,so as to enhance the safety management levels of power generation enterprises.
