云南省乡村振兴评价指标体系构建及区域差异性分析

Construction of Evaluation Index System for Rural Revitalization and Analysis of Regional Differences in Yunnan Province

云南省乡村振兴水平在全国处于较低位置,通过分析云南省乡村振兴整体水平及乡村区域发展差异,将云南省划分为4个区域,从乡村振兴的5个子系统进行分析探讨。根据乡村振兴战略发展体系构建了云南省整体及16个地(州)乡村振兴总体发展水平评价指标,运用熵值法测算了2021年云南省整体及16个地(州)乡村振兴的发展情况,同时运用Dagum基尼系数分解法分析了云南省乡村振兴发展区域差异程度。结果表明:云南省乡村振兴发展水平处于较低状态但是整体区域稳步上升,同时乡村振兴发展区域间差异显著,主要表现为滇中>沿边>滇东北>滇西,其中滇中-沿边的差异最大,在5个指标中,治理有效与生活富裕的基尼系数也是呈现出较大差异。云南省乡村振兴战略实施发展过程中,对于区域间发展的政策战略应该因地制宜,推进乡村治理成效与农户的生活富裕程度是减小区域间差异的有效方式。

The level of rural revitalization in Yunnan Province is relatively low in the national development level.This article analyzes the overall level of rural revitalization in Yunnan Province and the differences in rural regional development,dividing Yunnan Province into four regions,and analyzing and exploring the five subsystems of rural revitalization.According to the strategic development system of rural revitalization,the evaluation index of the overall development level of rural revitalization in Yunnan Province and 16 regions(prefectures)is constructed.This paper uses the entropy method to calculate the development of rural revitalization in Yunnan Province and 16 regions(prefectures)in 2021,and uses the Dagum Gini coefficient decomposition method to analyze the regional differences of rural revitalization in Yunnan Province.The results show that the level of rural revitalization and development in Yunnan Province is in a low state,but the overall region is steadily rising.At the same time,there are significant differences in rural revitalization development,mainly in central Yunnan>border areas>northeast Yunnan>western Yunnan,of which the difference between central Yunnan and border areas is the largest.Among the five indicators,the Gini coefficient of effective governance and affluent life also shows a large difference.In the implementation and development process of the rural revitalization strategy in Yunnan Province,policies and strategies for regional development should be more tailored to local conditions.Promoting the effectiveness of rural governance and the living standards of farmers are effective ways to reduce regional differences.
