通过系统梳理当前突发公共卫生事件应对领域的发展现状与趋势,剖析社区健康管理云服务与突发公共卫生事件预警机制之间的内在联系与协同作用,并创造性地提出了基于社区健康管理云服务的突发公共卫生事件底层预警机制构想,该机制旨在依托社区健康管理服务,利用云计算、大数据等现代信息技术手段,实现公共卫生数据的实时采集、智能分析与快速预警,以期达到早期发现、及时响应的目的。

This paper systematically reviews the current development and trend in the response to public health emergencies,analyzes the internal connection and synergy between community cloud services for health management and the early-warning mechanism of public health emergencies,and creatively puts forward the concept of the underlying early-warning mechanism for public health emergencies based on community cloud services for health management.The mechanism aims to achieve real-time collection,intelligent analysis and rapid early-warning of public health data by health management services in the community and modern information technology such as cloud computing and big data,in order to achieve early detection and timely response.
