我国竞技体育治理体系建设逻辑、困境与突破路径

Logic,Dilemmas and Breakthrough Paths of the Construction of Competitive Sports Governance System in China

基于制度变迁理论,从主体、动因、方式、路径4个方面,总结分析了我国竞技体育治理体系建设逻辑。历史实践表明,受社会、经济变革等外部诱因和内在发展需求影响,我国竞技体育治理体系是在多元主体协同下,采用强制辅以诱致方式,沿着渐进式路径演变而来。该逻辑对竞技体育治理体系建设既有积极作用又有消极影响。为推进竞技体育治理体系现代化,要以实现“善治”为目标导向,以高质量发展为结果导向,沿着“社会化指导体制调整、科学化促进机制优化、法治化保障主体权利”路径,创建枢纽型组织,完善监督、评价和法制机构;利用区块链、人工智能等前沿技术,增效组织管理、赋能人才培养和训练、升级竞赛服务供给;坚持公正司法、科学立法、严格执法,净化组织管理生态环境,保障人才权益和培养质量,打造体育竞赛公平场景。

Based on the theory of institutional change,this study summarizes and analyzes the construction logic of China’s competitive sports governance system from four aspects—subject,motivation,way and path.Historical practices showed that,influenced by external incentives such as social and economic changes and internal development needs,China’s competitive sports governance system has evolved along a gradual path under the cooperation of multiple sides in a mandatory way with incentives.This logic has both positive and negative effects.In order to promote the modernization of competitive sports governance system,it is necessary to achieve“good governance”and high-quality development as the goals,and follow the path of adjusting the system with democracy,optimizing the system with science,protecting the rights of entities with rule of law,so as to create a hub organization,improve supervision,evaluation and legal institutions.We should also use blockchain,artificial intelligence and other cutting-edge technologys to improve organization and management,empower personnel training and training,and upgrade competition event service supply.In addition,we should adhere to fair jus‐tice,scientific legislation,strict law enforcement,purify the organization and management eco‐logical environment,protect the rights and interests of talents and keep training quality to create a fair environment for sports competitions.
