上海合作组织扩员进程中的“组织团结”机制

The Mechanism of"Organization Solidarity"in the SCO's Expansion

内部团结是上海合作组织行稳致远的关键所在。虽然上合组织具有“弱约束性”“弱制度化”的特点,但其扩员过程展现了一定的决策力和行动力,实现了组织内部的协商一致。内部团结在组织的发展和扩员的过程中发挥着重要作用,既是上合组织坚持的价值理念,同时也是上合组织实现“协商一致”的重要方式与策略。“组织团结”在上合组织内部“协商一致”的过程中主要发挥搁置、约束和引导三个方面的作用。根据扩员面临的分歧,“组织团结”发挥作用的形式也有所不同。对上合组织扩员吸纳印度和巴基斯坦、伊朗、白俄罗斯等国的过程进行的分析,比较清晰地呈现了“组织团结”在上合组织实现扩员中的作用,同时为理解上合组织的内部互动提供新的视角。

Internal solidarity is the key to steady and long-term development of the SCO.The SCO,characterized by"weak constraints",has demonstrated"unexpected"decision-making and action capabilities in the process of expansion and achieved successful internal governance of the organization.Given the significance and complication of expansion,how the SCO resolves internal differences and ultimately achieves consensus among member states is the key to understanding its internal interaction.Based on the observation of the SCO,this article finds that internal solidarity plays an important role in the development and expansion of the organization,and accordingly proposes an analytical perspective of"organization solidarity"."Organization solidarity"is not only the value concept upheld by the SCO,but also the way and strategy of the SCO for internal governance."Organization solidarity"mainly plays the role of shelving,restraining and guiding in the process of internal governance.In terms of different situations for expansion,the form of"organization solidarity"is also different.Analyzing the process of the SCO's expansion involving India,Pakistan,Iran,Belarus and other countries can clearly show the role of"organization solidarity"in the SCO's expansion,which provides a new perspective for understanding the internal interaction of the SCO.
