Promote Urban-Rural Integrated Development Through Comprehensively Deepening Reform

城乡融合发展是中国式现代化发展的必然要求,是中国城乡关系变迁的必然趋势。中国城乡关系经历了从二元体制到破除二元体制的农村联产承包责任制改革、城乡统筹发展、城乡一体化,从而进入城乡融合发展阶段,其深层目的是解决城乡二元结构问题。当前城乡融合发展不能停留在理念和决策上,还需要落实到行动上,通过有效的行动转变成未来的现实。这个过程是一个系统的现代化变革过程,面临着诸多挑战:城市中心主义的社会基础坚实;以城市中心主义为指导的行政机制短期内不易改变;城乡二元体制背后的利益格局难以破除,新的适应城乡融合发展的政策体系建构面临着诸多困境。只有深化改革,才能有效助推城乡融合发展。

The urban-rural integrated development is the inevitable requirement of the development of Chinese-style modernization and the inevitable trend of the change of urban-rural relations in China.The relationship between urban and rural areas in China has gone through the development stages of the dual-track system,the rural household contract responsibility system,the urban-rural coordinated development,and the urban-rural integration,and has now entered the stage of urban-rural integrated development,which aims to solve the deep problem of urban-rural dual structure.The urban-rural integrated development cannot remain in ideas and decisions,but also needs more actions,and through effective actions,it will be transformed into a future reality.This is a systematic modernization change process,facing many challenges:the social foundation of urban centralism is solid;the administrative mechanism guided by urban centralism is not easy to change in the short term;the interest pattern behind the urban-rural dual system is difficult to break;and the establishment of a new policy system that adapts to urban-rural integration is faced with many difficulties.Only by deepening reform can the urban-rural integrated development be effectively promoted.
