中华人民共和国成立后,国家行政管理制度经历了多次创新,其中1954年组建国务院、1978年实行改革开放、2002年行政管理体制改革、2013年推进政府治理现代化,最具里程碑意义。75年来,人民政府按照党中央决策部署,回应经济社会需求,不断推进行政管理制度创新,发挥了筑牢社会主义国家根本制度、完善经济社会发展基本制度、改进政府工作重要制度的功能。75年来特别是改革开放以来,行政管理制度创新集中在政府经济管理制度、公共政策与决策制度、教育制度、卫生制度、社会保障与民生制度、土地资源和生态管理制度、社会组织管理制度、城乡公共治理制度、应急管理制度、数字公共治理制度、参与全球治理制度等领域。深化行政管理制度创新的重点是,增强维护市场经济秩序的能力、提升民主科学决策管理水平、健全统筹发展和安全的社会治理体系。通过行政管理制度的不断创新,更好地实现政府为人民服务的宗旨。

Since the founding of the People's Republic of China,the national administrative system has undergone many innovations,including the establishment of the State Council in 1954,the implementation of reform and opening-up in 1978,the reform of the administrative system in 2002,and the modernization of government governance in 2013.Over the past 75 years,the people's government has responded to the needs of the economy and society in accordance with the decisions and deployments of the C.P.C and the state,continuously push forward the innovation of the administrative system,and brought into play the functions of the administrative system to build a solid foundation for the socialist country,improve the basic system for economic and social development,and improve the important system for government work.Over the past 75 years,especially since the reform and opening-up,the innovation of administrative management system has been concentrated in the fields of government economic function system,public policy and decision-making system,education system,health system,social security and people's livelihood system,land resource management and ecological management system,social organization management system,urban and rural public governance system,emergency management system,digital public governance system,and participation in global governance system.The focus of deepening the innovation of the administrative system is to enhance the ability to maintain the order of the market economy,improve the level of democratic and scientific decision-making and management,and improve the social governance system to coordinates development and security.Through continuous innovation in the administrative system,the government'purpose to serve the people can be better realized.
