新中国干部队伍建设的发展历程与经验

Upholding Integrity and Innovation,Passing the Torch:Building a Team of Cadres Capable of National Rejuvenation

以制度建设为视角考察新中国成立以来干部队伍建设的发展轨迹,我国干部队伍建设经历了从新中国成立之初到改革开放之前的转型培育阶段、从改革开放之初到党的十八大之前的科学规范阶段、从党的十八大到党的二十届三中全会的全面治理阶段。在长期实践中,干部队伍建设在管理体制、选人标准、培养方式、考核方法、激励机制、作风建设、依法管理等方面,形成了一系列“守正创新、薪火相传”的基本经验:坚持党管干部原则,坚持好干部标准选人用人,坚持用马克思主义理论武装头脑,坚持严管和厚爱并重,坚持持续推进思想作风建设,坚持培养选拔年轻干部,坚持与时俱进的干部人事制度改革。干部队伍建设必须坚持目标导向与问题导向的有机统一,发挥创造力进行调整、改革、深化和提升,在守正创新中前进,在薪火相传中成长,探索形成具有中国特色的现代化干部队伍建设新模式。

From the perspective of institutional construction,this article examines the development trajectory of cadre team construction since the founding of the People's Republic of China.The construction of our country's cadre team has gone through three main stages:the transformation and cultivation stage from the beginning of the founding of New China to the period before the reform and opening-up,the scientific and standardized stage from the beginning of the reform and opening-up to the 18th National Congress of the Communist Party of China,and the strict and comprehensive governance stage from the 18th National Congress of the C.P.C to the 3rd Plenary Session of the 20th Central Committee of the Communist Party of China.In long-term practice,the construction of the cadre team has formed a series of basic experiences of“upholding integrity and innovation,passing the torch”in terms of management system,selection criteria,training methods,assessment methods,incentive mechanisms,work style construction,and legal management.These experiences include:adhering to the principle of the Party's managing cadres,adhering to the standards for selecting and employing cadres,adhering to the use of Marxist theory in arming the mind,adhering to scientific management that emphasizes both impartiality and protection,persistently promoting ideological and work style construction,adhere to the cultivation and selection of young cadres,and adhere to the reform of the cadre and personnel system in keeping with the times.At the same time,the construction of the cadre team have to adheres to the organic unity of goal-orientation and problem-orientation,constantly unleashes creativity to adjust,reform,deepen,and enhance,advances in upholding integrity and innovation,to establish sustainable regulations and explore a new model of modern cadre team construction with Chinese characteristics.
