智慧城市建设理念的价值分异与选择机制

Value Differentiation and Selection Mechanism of Smart City Construction Concept

摘要 在数字时代,如何用数字技术和智能技术为城市治理提供更加强力的支撑已经成为当下的热点和难点问题。在过去的探索实践中,新技术的应用和城市框架主要是作为一个政府实施治理行为的载体、平台和场域,智慧城市范式的出现本质上是为了实现优化政府治理行为和增进人民福祉及权利。事实上,智慧城市建设存在着价值分异的问题:不同城市的智慧城市建设存在着明显的差异性,不同城市所采取的建设路径和价值选择各具特色。本文主要基于价值基础对智慧城市的价值理念分异进行讨论,构建了一个基于价值选择的分析框架,它包含了可持续性、敏捷性、协同性、韧性等;同时探讨了这种价值分异的影响因素,分析了智慧城市建设过程中存在的价值理念选择机制,并在此基础上提出其面临的选择困境。 In the digital age,how to provide more powerful support for urban governance with digital technology and intelligent technology has become a hot and difficult issue at present.In the past exploration practice,it is found that the application of new technologies and urban framework only serve as a carrier,platform and field for the government to implement governance behavior,and the emergence of smart city paradigm is essentially to optimize government governance behavior and improve people's well-being and rights.In fact,there is a problem of value differentiation in the construction of smart cities:there are obvious differences in the construction of smart cities in different cities,and the construction paths and value choices taken by different cities have their own characteristics.This paper mainly discusses the differentiation of the value concepts of smart cities on the basis of value,and introduces a thinking logic based on value selection,which includes sustainability,agilit,synergy,resilience,etc.At the same time,the paper discusses the influencing factors of this kind of value differentiation,analyzes the value concept selection mechanism existing in the process of smart city construction,and puts forward the choice dilemma it faces on this basis.
