The Co-creation of Value:The Logic of Achieving High-Quality Shared Public Services in the Context of Common Prosperity

推动公共服务优质共享是实现共同富裕的重要任务,已有研究多聚焦于公共服务的发展现状、均等化、推进策略等,对共同富裕背景下公共服务优质共享的实现逻辑不够关注。基于价值共创理论,本文构建了“共同富裕价值导向-多元主体价值共创-公共服务优质共享结果”的分析框架,探究了公共服务优质共享的实现逻辑。基于浙江省推进共同富裕进程中公共服务优质共享的多个典型案例,研究发现:公共价值驱动政府在宏观层次进行顶层设计、资源整合与再分配,推进公共服务更高水平共享;公共价值与私人价值兼容驱动企业和社会组织在中观层次识别多元利益、补充服务资源、创新服务模式,推进公共服务更高水平地优质共享;私人价值驱动公众在微观层次表达服务需求、参与服务生产、反馈服务效果,推进公共服务更加优质。

Promoting the high-quality sharing of public services is a crucial task in achieving common prosperity.Existing research primarily focuses on the current state,equalization,and promotion strategies of public services,while neglecting the underlying logic of achieving high-quality shared public services in the context of common prosperity.Based on the theory of the co-creation of value,this paper constructs an analytical framework of“common prosperity value orientation--multi-actor value co-creation--highquality shared public services outcomes”to explore the logic of achieving high-quality shared public services.Through several typical cases of promoting high-quality shared public services in Zhejiang Province during the process of advancing common prosperity,the study finds that public value drives the government at the macro-level to engage in top-level design,resource integration and redistribution,thereby advancing the higher-level sharing of public services;the compatibility of public and private values drives enterprises and social organizations at the meso-level to identify diverse interests,supplement service resources,and innovate service models,thus advancing the higher-quality sharing of public services;private value drives the public at the micro-level to express service needs,participate in service production,and provide feedback on service outcomes,thereby advancing higher-quality public services.This study advances the research on public services in China and extends the research perspective of value co-creation theory in the public sector.
