职教强国是新时代职业教育改革发展的目标与使命,终身技能培训体系建设与职教强国建设有着共同的演进规律,合乎高质量充分就业的现实需求,体现出合规律性与合目的性的统一。职教强国背景下终身技能培训体系的建设是一项综合性、系统性工程,包括职教体系、教育体系、中国社会、国际社会四大实施维度。建设终身技能培训体系,需要以信息供给为重点,密切技能培训的供需耦合;以职教高考为抓手,畅通终身技能形成新路径;以全员参与为依托,形成技能培训治理新生态;以数字赋能为抓手,打造泛在技能培训新形态,着力实现全阶段技能培训、全要素技能培训、全社会技能培训和全范畴技能培训。
