促进专精特新企业发展壮大的体制机制研究

Research on the Institutional Mechanisms for Promoting the Development and Growth of Specialized-Refinement-Differential-Innovation Enterprises

作为推动经济韧性的关键力量,专精特新企业在支持我国新质生产力发展、保障产业链供应链安全的过程中扮演着至关重要的角色。尽管我国现在已初步建立起了专精特新企业培养体系,但这些企业在技术创新、资金支持、生态系统构建和数字化转型方面仍面临挑战。专精特新企业的发展有助于催生创新技术以推动新质生产力发展、壮大市场主体以激发经济增长新动力、创造劳动需求以促进高质量充分就业。为促进专精特新企业发展,建议构建以下体制机制:第一,以耐心资本为主的长效融资机制;第二,适合专精特新企业成长的股票市场机制;第三,为创新型人才提供智力支持的机制;第四,新型研发机构与专精特新企业共荣共生机制;第五,推动专精特新企业进军世界市场的体制机制。这些机制的建立将为专精特新企业的可持续发展提供强有力的保障。

As a key force in promoting economic resilience,China’s Specialized-Refinement-Differential-In‐novation(SRDI)enterprises play an essential role in fostering the development of new productive forces and safe‐guarding the security of industrial and supply chains in China.Although China has preliminarily established a cul‐tivation system for SRDI Enterprises,these companies still face challenges in technological innovation,financial support,ecosystem construction,and digital transformation.The development of SRDI Enterprises helps fostering innovative technologies to stimulate the development of new productive forces,strengthening market entities to ig‐nite new drivers of economic growth and creating labor demands to promote high-quality and sufficient employ‐ment.To facilitate thedevelopment of SRDI Enterprises,it is recommended to construct the following systems and mechanisms tailored to them:first,a long-term financing system primarily based on patient capital;second,a stock market mechanism suitable for the growth of SRDI Enterprises;third,a system and mechanism providing intellec‐tual support from innovative talents;fourth,a symbiotic mechanism between new-type research and development institutions and SRDI Enterprises;fifth,a system and mechanism to propel SRDI Enterprises into the global mar‐ket.The establishment of these mechanisms will provide strong assurance for the sustainable development of SRDI Enterprises.
