From the perspective of independent technological innovation rights,it is explained that the speed of national technological innovation is superior to that of enterprise technological innovation;the state entrusts the right of independent scientific and technological innovation to enterprises,and enterprises obtain maximum expect-ed returns with minimal investment and the fastest speed(national independent scientific and technological inno-vation speed).The effectiveness of national science and technology independent innovation principal-agent is guaranteed.The endogenous nature of national science and technology independent innovation includes the super-vision of national science and technology independent innovation.From the perspective of national science and technology independent innovation supervision,this article elucidates the optimal allocation of national science and technology independent innovation rights through principal-agent.The principal-agent of national science and technology independent innovation is a necessary path to achieve self-reliance and enhance independent scientif-ic and technological innovation capabilities at a high level.It is of great significance for solving the problem of low quality and efficiency of scientific and technological independent innovation in China and building a world sci-ence and technology power.
