摘要
立足高质量发展阶段和建设美丽中国的背景下,基于2006—2022年中国284个城市面板数据,使用多期双重差分模型,从规模和效率双重视角探究低碳城市建设和碳排放权交易为代表的国家低碳战略协同的减污降碳效应。结果表明,“双试点”政策显著抑制了污染和碳排放规模,且“双试点”政策的协同效果好于“单试点”政策效果,以上结论通过一系列稳健性检验后依然成立。作用机制检验显示,“双试点”政策不仅可以通过城镇化、产业结构升级、政府环境污染治理路径对减污降碳产生影响,而且绿色金融在此过程中发挥了调节作用。“双试点”政策减污降碳效果与地理位置、工业结构系数和制造业转移水平有重大关联,且异质性显著。研究结论对于释放国家低碳政策“1+1>2”的效应,实现降碳与增长协同具有启示意义。
Against the backdrop of high-quality development and the goal of building a beautiful China,this study uses panel data from 284 Chinese cities from 2006 to 2021 and employs a multi-period difference-in-differ‐ences model to explore the pollution reduction and carbon emission reduction effects of national low-carbon strate‐gies,represented by low-carbon city construction and carbon emission trading,from both scale and efficiency per‐spectives.The results show that:The“dual pilot”policy significantly suppress pollution and carbon emission lev‐els,and their synergistic effects are superior to those of“single pilot”policy.These conclusions remain valid after a series of robustness tests.Mechanism tests reveal that the“dual pilot”policy not only impact pollution reduction and carbon reduction through urbanization,industrial structure upgrading,and government environmental pollu‐tion control paths but also that green finance plays a moderating role in this process.The effectiveness of the“dual pilot”policy in reducing pollution and carbon emissions is significantly associated with geographical location,in‐dustrial structure coefficients,and the level of manufacturing transfer,with notable heterogeneity.The findings have implications for unleashing the synergistic effects of national low-carbon policy beyond the sum of their parts,achieving coordinated carbon reduction and growth.
