区域协同治霾的实证分析与成效研究——基于中国284个地级市的面板数据

Empirical analysis and effectiveness research of regional collaborative governance of haze pollution based on panel data from 284 prefecture- level cities in China

区域协同治理是实现绿色发展的重要一环,其治理效果仍有待研究。文中基于284个地级市的面板数据,综合探索性空间数据分析和灰色关联分析得到政策协同度的定量数据,建立断点回归分析模型论证区域协同对雾霾治理的有效性,通过社会网络分析划分协同治理区,使用时空地理加权回归模型研究治理成效异质性。结果表明:1)区域协同是实现雾霾污染控制的有效方法,能显著减轻污染。2)全国可划分为10个协同治理区。3)当监管政策严格时,区域协同会呈现更好的治理效果,东部沿海地区协同治理效果优于其他地区。因此,文中提出地级市政府间可加强政策协同效应,但此过程离不开中央政府监管,以规避其中不利因素等相关政策建议,以期提高政策实施效果,实现污染有效治理。

Regional collaborative governance is an important aspect for achieving green development,yet its governance effectiveness still requires further investigation.based on panel data from 284 prefecture-level cities,combined Exploring Spatial Data Analysis and Grey Relational Analysis,quantitative data on policy synergy are obtained.The regression discontinuity design is established to investigate the effectiveness of collaborative governance on haze control.The social network analysis is used to zone the collaborative governance,and the GTWR is used to study the heterogeneity of governance effectiveness.The results indicate that:1)Regional collaboration is an effective method for achieving haze pollution control,which can significantly reduce pollution.2) China can be divided into 10 collaborative governance zones.3) The regional collaboration will exhibit better governance effects,when policies are strict.The collaborative governance effect in the eastern coastal regions is better than in other regions.Therefore,we propose that prefecture-level governments can strengthen the effect of policy coordination,but this process cannot proceed without central government supervision to mitigate unfavorable factors and other related policy recommendations,aiming to enhance policy implementation effectiveness and achieve effective pollution control.
